Long story short, the goddamn fix-it guy the homeowner's association sent was fucking worthless. Not only was he late to appointments, but he blatantly stood me up--TWICE. After the second time, I sent an email to the manager, using the words "small" and "claims" and "court," and I spoke to the HOA board at the annual meeting (which, coincidentally, was last week).
The board agreed to reimburse me for getting my own fix-it guy, my go-to contractor, Roger. There's not a room in my house Roger hasn't improved, and the price is right. (If any of you local yokels need work done, I couldn't be happier than to recommend Roger--just let me know and I'll pass along his contact info.)
Here's how the ceiling looked when dick started to work on it. I took the pic after he had started cutting, but you can see the little mildewed strip at the seam where the wall above the shower meets the ceiling:
Dick cut out the damaged part then patched it, so it looked like this for two fucking weeks while he stood me up and cancelled appointments:

Looks like something out of a goddamn horror movie, right? Thanks, dick.
But then Roger showed up and all was well in the world again:
